Charlie Bixler, Business Development, Quality Assurance Manager

As the Business Development, Quality Assurance Manager, Dr. Bixler oversees OXFORD’s ISO 9001:2015 and Capability Maturity Model Integration processes and measurements systems.  Dr. Bixler has extensive experience in highly successful contract management and program management.  He has been responsible for all aspects of successful contract management, quality management, and contract client communications.

Dr. Bixler demonstrates strong financial acumen and experience in overseeing contracts and meeting contractual goals.  Dr. Bixler has strong customer focus and experience over the past 20+ years covering Civilian, DoD, and Intelligence Agencies.

He served in the United States Navy for over 23 years and performed as a Test Pilot, TOPGUN Instructor, F-14D(R) Program Manager, and operational F-14 Fighter Pilot.  He is a Commander (retired), United States Navy.

Dr. Bixler holds a B.S., Aerospace and Mechanical Engineering, from Oklahoma State University, an M.S., Engineering Management and Computer Information Systems, from The George Washington University, and a Doctor of Science, Systems Engineering and Engineering Management from The George Washington University’s School of Engineering and Applied Science.  He is a certified Program Management Professional (PMP) and a Certified Agile Scrum Master. He is a Certified CMMI Associate and has developed and deployed both CMMI Level 3 and ISO processes and measurement systems for over the past five years.  In his spare time, Dr. Bixler enjoys his family, photography, and road trips in Europe.
