Managing Principal – VA IHT 2.0 Program Director
Ms. Beth Easton is a senior program leader with over 24 years of experience directing large-scale federal information technology (IT) programs, specializing in enterprise transformation, scaled Agile delivery, and business process redesign. She has managed portfolios exceeding $500M and over 300 resources, leading modernization initiatives across the Department of Veterans Affairs’ (VA) Office of Information and Technology (OIT) in direct support of the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA).
Within VA OIT, Ms. Easton has overseen portfolio-wide strategy, operations, and compliance for national health services programs, providing direct support to VHA initiatives such as Community Care modernization. She has been a driving force in Agile/Scaled Agile Framework (SAFe) adoption within a DevSecOps Framework, guiding cross-functional teams through scaled delivery while improving security, automation, and deployment cycles. Her leadership was recognized by the VA’s Chief Technology Officer (CTO) when her team became one of the first to achieve continuous production releases under the VA DevSecOps model.
Through her work modernizing VA enrollment systems, Ms. Easton has helped strengthen the enterprise data foundation that supports veteran eligibility decisions across the department. In collaboration with Identity and Access Management (IAM) teams, she enhanced authentication and access capabilities—improving security and consistency for eligibility validation in programs spanning VBA, VHA, and NCA.
Her expertise spans business process reengineering, organizational change, and governance. She has chaired Change Control Boards, implemented enterprise-wide tool standardization (including Power BI, Jira, Confluence, and Tableau), and developed advanced analytics dashboards to enable VA executives to make data-driven strategic decisions. These efforts have yielded measurable results, including service level agreement (SLA) compliance gains of 15% and cost savings of over $2M.
Ms. Easton holds a B.S. in Computer Science from Hawaii Pacific University and professional certifications including SAFe Agilist, Six Sigma Green Belt, and Pega Certified Business Architect. She is adept at bridging strategy and execution, ensuring VA programs deliver secure, scalable, and veteran-centered solutions.

Gregg brings over 25 years of experience in management consulting, software engineering, cyber security, digitalization, and federal CIO enterprise services. He founded Oxford to deliver high-impact technology solutions to clients in the defense, education, commercial, and federal civilian sectors. As an Air National Guard, U.S. Coast Guard, and Royal Air Force veteran, his leadership draws on his always ready and always vigilant aviation mission posture. Gregg earned an M.S. in Software Engineering from Oxford University, a B.S. in Computer Science from Baylor University, and holds certification as a Project Management Professional. Gregg leads from the front lines and works with the Oxford team to solve our clients’ toughest challenges.

As Director of Business Operations, Alex develops and implements policies that align with company goals and regulatory requirements. Alex oversees Oxford’s Human Resources, Accounting, Payroll, Benefits, and Compliance functions, driving both day-to-day efficiency and long-term performance through strategic planning and operational excellence. She also collaborates closely with executive leadership to optimize resource allocation and support sustainable growth.

Candice supports Oxford’s HR operations by shaping policies, researching compliance, and driving professional development and training initiatives. Drawing on over a decade of experience in HR, publishing and marketing, she applies a professional program approach to corporate benefits compliance. Candice leads the HR interview team in support of exempt client operations, fosters growth, and keeps pace with dynamic operations. Candice ensures a smooth and compliant hiring process by coordinating closely with candidates, hiring managers, and contract requirements to meet staffing goals efficiently.

Dr. Charlie Bixler
Quality Assurance Manager
Charlie brings over 30 years of leadership experience as a seasoned executive and retired U.S. Navy Commander, specializing in defense, intelligence, and federal agencies markets. He has managed billion-dollar programs, led high-performance teams, and advised more than 40 companies on CMMI, ISO, CMMC, and business growth. Charlie holds a Doctorate in Systems Engineering and has served as a TOPGUN instructor and test pilot. Charlie’s level of quality precision supports Oxfords compliance with CMMI, ISO, and CMMC standards throughout Oxford’s contract portfolio.
